A "primary manufacturer" is defined as a company that performs all the manufacturing and processing operations needed to produce pharmaceuticals in their appropriate dosage forms including processing, blending, formulating, filling, packing, labeling and quality testing. Bids may be submitted by an authorized agent for and on behalf of the primary manufacturer provided the bid is accompanied by a duly notarized letter of authority from the primary manufacturer authorizing the designated agent to bid for and on behalf of the primary manufacturer. Merchant exporters, pre-packers, shippers and traders are not classified as primary manufacturers and bids from them will not be accepted.
Bidders are free to quote for any or all of the items listed in the Schedule of Requirements and the evaluation of bids will be conducted on a per-item basis.
Documentary evidence will be required ofnv all bidders that they have the qualifications, experience and capacity to be able to successfully complete the contract on time for the pharmaceuticals offered.
Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of the HSCC (INDIA) LIMITED, Plot No.6 (A), Block – E, Sector-1, NOIDA (U.P.)-201301, INDIA.

A complete set of the Bidding Documents may be purchased from the HSCC (I) Ltd. during office hours from 1000 hrs (IST) to 1300 hrs (IST) and from 1430 hrs (IST) to 1630 hrs (IST) from 15th February, 2007 to 8th March,2007 by any interested eligible bidder on submission of a written application at the above address and upon payment of a non-refundable fee of Rs. 4000.00 (Rupees Four thousand only) in the form of Demand Draft or certified bank check made in favour of HSCC (India) Limited, payable at Noida/Delhi. Bidding documents requested by mail will be dispatched by registered post/speed post/courier service on payment of an extra amount of Rs. 250.00 for Domestic bidders and US $ 50.00 for overseas bidders. The purchaser will not be responsible for the postal delay if any, in the delivery of the bidding document or of the non-receipt of the same.
All bids must be accompanied by a bid security in the amount specified in the bidding document and must be delivered to the Chief General Manager (Proc.) at the address mentioned above on or before 1400 Hrs (IST) on 9th March, 2007. Bids will be opened at 1430 Hrs (IST) on the same day in the presence of bidders or their representatives who choose to attend on the specified date and time. Place of the bid submission & bid opening will be HSCC (I) Ltd., Noida office.
In the event of the date for the submission and opening of bids being declared as a holiday for purchaser’s office, the due date for submission of bids and opening of bids will be the following working day at the appointed time.
