As per IFB clause no. 12, Pre Bid meeting has been held at HSCC office at NOIDA on April 03rd, 2007 at 11.00 Hrs. RHSDP officials were intimated vide HSCC letters of even no. dt. _______________  & ___________ . No officials from RHSDP were present in the meeting held.

 

Following issues / points were apprised to the prospective bidders:

 

1.      The prospective bidders shall follow the original tender document while quoting for all the items except for computers who should follow an additional E4 document (NCB Document for Computers) clauses, wherever applicable, as per the World Bank guidelines.

 

2.      All the prospective bidders were informed to read carefully the conditions mentioned under SSC clause No 18 (Pg 38) under the heading Miscellaneous Conditions.

 

3.      Attention were also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 8 under the heading of Miscellaneous Conditions the bidder has to get their equipment tested by ISO certified inspection agency as mentioned in the document before giving for inspection call to HSCC.

 

4.      The representatives from M/s Intex informed that the predispatch Inspection for computers cannot be done from ISO certified agencies as mentioned in the bid document. They asked whether ERTL or DGS&D can be engaged for 3rd party inspection of computers. After interpretation of the clause the prospective bidders were asked to write a letter to RHSDP through HSCC highlighting the aforesaid issue. It is said that actions will be taken only after clarifications from HSCC.

 

5.      All the prospective bidders were instructed to get their certificates duly signed and notarized otherwise which the bid will be rejected.

 

6.      The prospective bidders had some doubts regarding the EMD to be submitted along with the offer. The doubts were clarified by saying that all the EMD will be either in favors of RHSDP or HSCC and separate EMD will be submitted for each item separately.

 

7.      All the issues pertaining to the payment were answered confirming that the payments will be made by RHSDP. In addition the order copies will also be issued by RHSDP.

 

8.      As mentioned in the bid document the bidders were informed that the quotation

Should be in terms of INR otherwise which the bids will be rejected. Clarifying some other issues it was confirmed that the above IFB is a single bid system.

 

One of the prospective bidder for ECG i.e M/s Electro Medical (Indore) has raised the issue that there is no manufacturer for ECG in India having BIS or CE marked or US FDA approval as mentioned in Pg No. 48 of the bid document. He is asked to write a letter to RHSDP informing about the same. Necessary action will be taken only after clarifications.

 

A prospective bidders for Ventilators was seeking some clarifications against the specifications for ventilators mentioned in Pg 54 of the bid document. He was asked to intimate The same to RHSDP.

1.      The prospective bidders shall follow the original tender document while quoting for all the items except for computers who should follow an additional E4 document (NCB Document for Computers) clauses, wherever applicable, as per the World Bank guidelines.

 

2.      All the prospective bidders were informed to read carefully the conditions mentioned under SSC clause No 18 (Pg 38) under the heading Miscellaneous Conditions.

 

3.      Attention was also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 3 that the bidders has to mention about their service centres in the State of Rajasthan while quoting. On this one of the bidder, namely, M/s SISCO, has raised that they would do render after sales service from Delhi. It was informed to the bidder that in such case the down time of the machine should be not more than 48 hrs.

 

4.      Attention was also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 6 that the certificates to be submitted along with the offers have to be duly signed and notarized.

 

5.      Attention were also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 8 under the heading of Miscellaneous Conditions the bidder has to get their equipment tested by ISO certified inspection agency as mentioned in the document before giving for inspection call to HSCC.

 

6.      Attention were also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 9, wherein the bidders were advised to read the clause carefully & comply with the same.

 

7.      All the issues pertaining to the payment were answered confirming that the payments will be made by RHSDP as per SCC Clause no. 11 (page 16) of the Bid Document. In addition the order copies will also be issued by RHSDP.

 

8.      As mentioned in the bid document the bidders were informed that the quotation submitted should be in Indian Rupees (as per ITB Clause no. 12 at page 12 of the Bid Document) otherwise the bids may be rejected. It was also informed that the above IFB is a single bid system.

 

9.      The bidders were also advised to quote fixed prices on FOR Destination basis.

 

10.  The bidders were also advised to submit all documents along with their offer as there may be possibility of not asking for any documents at a later date & the evaluation would be carried out on the documents submitted.

 

11.  Attention was drawn to the attending bidders to the conditions listed under Part A of General Technical Specifications. Special attention was brought to Clause 4 wherein the bidders were advised to list the items / parameters (which are not mentioned in the technical specification) with price for items without which the machine supplied by them will not be functional.

 

12.  The prospective bidders had some doubts regarding the EMD to be submitted along with the offer. The doubts were clarified by saying that all the EMD will be either in favors of RHSDP or HSCC.

 

13.  The bidders were informed that a separate envelope has to be submitted for each item separately.

 

14.  The representatives from M/s Intex informed that the predispatch Inspection for computers cannot be done from ISO certified agencies as mentioned in the bid document. They asked whether ERTL or DGS&D can be engaged for 3rd party inspection of computers. They were informed that they can engage 3rd party inspection by ERTL or DGS&D for computers.

 

15.  One of the prospective bidder for ECG i.e M/s Electro Medical (Indore) has raised the issue that there is no manufacturer for ECG in India having BIS or CE marked or US FDA approval as mentioned in Technical Specification at page No. 48 of the bid document. He was asked to be guided by the tender document & technical specifications therein while quoting. No change of specification at this stage is possible.

No officials from RHSDP were deputed for the meeting held.  Pre-Bid meeting was held to make the prospective bidders understand the importance of various clauses laid down in the Bid Document. Accordingly, attention was brought to the prospective bidders regarding importance of complying with the various clauses stipulated in the Bid Document.

 

Following issues / points were discussed & clarified to the prospective bidders:

 

1.      The prospective bidders shall follow the tender document for bidding while quoting for all the items except for computers for which an additional E4 Document had been enclosed for their bidding.

 

2.      All the prospective bidders were informed to read carefully the conditions mentioned under SSC clause No 18 (Pg 38) under the heading Miscellaneous Conditions & the same were explained for their benifit.

 

3.      Attention was also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 3 that the bidders has to mention about their service centers in the State of Rajasthan while quoting to ensure that supplier is able to attend the break down call within 24 hrs.

 

4.      Attention was also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 6 that the certificates to be submitted along with the offers have to be duly signed and notarized.

 

5.      Attention was also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 8 under the heading of Miscellaneous Conditions.

 

6.      Attention were also drawn to the attending bidders to the SSC clause No 18 (Pg 38) point No 9, wherein the bidders were advised to read the clause carefully & comply with the same.

 

7.      All the issues pertaining to the payment were answered in line with what is spelt out in document.

 

8.      The bidders were also advised to submit all documents along with their offer as there may be likelihood of not asking for any documents at a later date & the evaluation would be carried out on the documents submitted.

 

9.      Attention was drawn to the attending bidders to the conditions listed under Part A of General Technical Specifications. Special attention was brought to Clause 4 wherein the bidders were advised to list the items / parameters (which are not mentioned in the technical specification) with price for items without which the machine supplied by them will not be functional.

 

10.  The representatives from M/s Intex informed that the pre-dispatch Inspection for computers cannot be carried out by any ISO certified agencies. They were asked to refer SSC clause No 4 & 13 (8) of the bid document.
